Whenever I want to update my website I have to contact my website designer why is this so?

This could be for two reasons (a) Your website does not have a content management system in place that allows you to edit and create pages on your site (b) Your Content management system is not user friendly and requires some skills in programming to be able to use it effectively.

My website has been in existence for the past couple of years but has not generated any inquiries.

This could occur for a number of reasons: (a) It may be not well optimized especially for search engines and you should contact a professional to do this for you. (b) Your web hosting server down time may be extremely high and search engines have decided to completely avoid listing your site on their results hence you need to change your hosting service (c) Your content is not relevant to your business (d) Your content does not change frequently hence your site receives very low priority on search engines and surfers are not able to come across.

My website is new and has not started receiving visitors yet

It takes a while before a website can be listed on search engines even up to six months meanwhile you might want to explore other paid options of marketing your site online and offline depending on what your selling.

I would like to add a few more tools on my site to improve my visitors experience on the site such as a blog, a feed back form etc

You will have to contact a web developer to do this for you.
